IIL fee is $20.00 per month. We do collect it for the state, but we have no control over it. Yes you can have the unit installed and never drive the car. Monitors are checked and calibrated every 2 months. I don't need proof of insurance, but do you want to be caught without it? I do n ot understand the last question.
